I have the honour to acknowledge the receipt of your Excellency's letter of 25th ultimo No 936, enclosing draft of "An Ordinance for authorising the construction of a tramway within the Colony of Hongkong".

In reply, I beg leave to observe that as far as H. M. Naval Establishments are concerned, there does not appear to be any matter which calls for special remark. It would be useful if power might be retained to construct a branch line into the Naval Yard for conveyance of patients, stores &c., to and from the Naval Hospital.

2. As regards clause 21 of the Bill, I should be glad if the telephone system in the Naval Yard might be included, as this is quite independent of any other system.

3. It is presumed that the power of the Company to compulsorily buy land would not extend to that held by the Admiralty.
